OCR for Education billing and payments

Understand institution-specific OCR agreements, Portal Billing configuration, policy approval, and the separation between portal charges and My Finances.

OCR for Education commercial terms are agreed independently with each institution. Under the approved student-collection model, the institution is not charged a software subscription and students are billed at the institution-configured portal rate. The institution’s eligible share and settlement follow its agreement and billing policy; other collection arrangements may differ, and there is no universal per-student monthly rate.

Portal Billing is separate from My Finances. Portal Billing records student portal access charges and their distribution; My Finances records the institution’s academic, accommodation, and other internal student charges.

Before you begin

  • Confirm the institution agreement, student portal rate, settlement frequency, and effective date before submitting a policy request.
  • Use My Finances for internal student fees and Portal Billing for portal-access collections.

Configure and submit the institution Portal Billing policy

  1. Open Portal Billing

    Institution Admin opens Administration > System Settings > Portal Billing to review the active institution policy and any pending request.

  2. Configure the institution portal charge

    Enter the institution’s agreed student portal rate and select the approved settlement frequency. The amount is institution-specific and is not a universal OCR price.

  3. Review the policy boundary

    Confirm the effective date and current settlement boundary before saving. The request date records when the change was submitted; the effective date records when it starts.

  4. Submit for approval

    Save the policy request. Initial policies and controlled commercial changes may require OCR Management approval before billing and settlement processing can use them.

  5. Understand policy replacement

    A newer future request can supersede an earlier pending request. Historical policies and invoice snapshots remain available for audit.

  6. Keep Portal Billing separate

    Do not use Portal Billing to create academic, accommodation, or other institutional student charges. Those remain in My Finances and its related Finance workflows.

Commercial terms vary by institution

The institution’s approved agreement determines its portal billing terms and OCR share. Do not reuse another institution’s rate or share calculation.

Institution-specific agreement

OCR and each institution operate under an independent agreement. Rates, settlement frequency, currency treatment, and other commercial terms may therefore differ between institutions.

OCR share is decided using the applicable agreement and policy snapshot together with transaction factors. It is not a universal percentage or fixed amount.

Policy protection

A new policy applies only from its approved effective date. Existing invoices, billing periods, completed settlements, and saved transaction policy snapshots are not retroactively recalculated.

The institution’s configured portal rate and settlement frequency are subject to the current approval and policy rules shown in Portal Billing.
